TL 9000 Handbooks Revised for ISO 9001:2000

The Quality Excellence for Suppliers of Telecommunications (QuEST) Forum is a unique partnership of telecommunications suppliers and service providers. It was founded by Bell Atlantic, Bell South, Pacific Bell and Southwestern Bell and now has more than 110 members.

The QuEST Forum has released their new TL 9000 Quality Management System Requirements Handbook (Release 3.0) that incorporates the recently released ISO 9001:2000 standard. The handbook promotes consistency and efficiency, as well as, improved customer satisfaction in the telecommunications industry.

The handbook includes hardware, software, and services requirements above and beyond those of ISO 9001:2000 and provides a consistent set of quality system requirements specific to the global telecommunications industry. The handbook is essential for telecommunications suppliers or service providers looking to improve quality and reliability, while reducing costs of poor quality.

The companion Measurements Handbook, Release 3.0, is a completely revised set of “face of the customer” based quality measurements built upon currently used industry standards, including ISO 9001:2000. These common measurements are an integral part of the TL 9000 registration process.

Because ISO 9001:2000 did not include any significant changes to the additional TL 9000 requirements, an abbreviated one year transition period has been adopted by the QuEST Forum for moving from Release 2.5 to 3.0. A six month transition period has been established for switching to the Release 3.0 measurements (since new Release 3.0 measurements handbook can be used with a quality management system that is still conforming to Release 2.5 of the requirements handbook).
