ISO 9001:2015, 7.2

Previous newsletter articles have described the ISO/DIS 9001:2015 planned requirements and changes for clause 4 (Context of the Organization), clause 5 (Leadership), and clause 6 (Planning for the Quality Management System).

Clause 7, Support, has five sub-clauses (shown below). This article is on 7.2 Competence.

7.2 Competence


The organization must:

a) determine the necessary competence of person(s) doing work under its control that affects its quality performance;

b) ensure that these persons are competent on the basis of appropriate education, training, or experience;

c) where applicable, take actions to acquire the necessary competence, and evaluate the effectiveness of the actions taken;

d) retain documented information as evidence of competence.

NOTE: Applicable actions can include, for example, training, mentoring, or reassignment of currently employed persons; or hiring or contracting of competent persons.


This clause replaces most of old clause 6.2 on Human Resources.
Old clause 6.2.2.d is now in new clause 7.3 on Awareness.
Use of “under its control” includes contract, agency, and outsourcing.
See new clause 8.4.3.c on competence of external providers.
The clause adds a Note with examples of applicable actions.

“Competence” is defined in the section on terms as the ability to apply knowledge and skills to achieve intended results. Demonstrated competence is sometimes referred to as “qualification”.
